Hampshire Fire and Rescue Service (HFRS), established in 1948, delivers fire and rescue services across the county of Hampshire. Alongside emergency response operations, the organisation also provides specialist training, including areas such as animal rescue, supported by experienced internal practitioners.
As training requirements expanded and learner numbers increased, HFRS recognised the need to move away from legacy, manual training delivery methods and adopt a more structured, scalable digital learning environment.
Prior to its digital transformation, HFRS relied heavily on physical training DVDs distributed across fire stations to support operational staff development. While effective at the time, this approach created increasing limitations as the organisation grew.
